Can't send player to european junior team

Hello!
I'm playing Jokerit (KHL) and signed 17 yo player, who was drafted in CHL. I can't send him to my club's minors, the only available option is to loan him to CHL team.

Seems to be happening if you sign the player after he already has the rights assigned, but I'm not sure why - the option to send him to the OHL should only be there for NHL teams. We'll take a look and see what's going wrong there.
