What size custom league do you need for an all-star game?

I created a custom league with 18 teams/2 conference/4 divisions - there is no all-star game. Is there are minimum number of teams needed or are there just no all-star games in custom leagues?

As a custom league connoisseur, sadly, I think there are no all-star games in custom leagues.
