Icing the Puck on Penalty Kill and Power Play Movement

First things first to the Devs, game is definitely improved from last year. I stopped playing FHM 7 after a season and a half, but I see myself playing this game much longer.

Just a couple items I see that are annoying:

- Icing the puck on penalty kill is not happening for any team - Even the best puck moving teams in the NHL will get rid of the puck sending it down the ice 80% of the time making the other team go the length of the ice to waste time. It drives me nuts to see 4 players try to go through 5 only to turnover the puck leading to a scoring chance.

- Which leads me to setting up a proper power play...getting into the zone and moving the puck around the perimeter to set up a shot. This is still not happening. Mind you it's better from FHM7, but still nowhere to what it should be. And I scratch my eyes out on 5 on 3 not to see the passing to set up a one timer.

I still don't see scrums along the boards where true power forwards excel...but if the PK and PP is resolved, this would go far for me on playability.

I think I know what might be going on with the icings, they're probably occurring at an increased rate while shorthanded but still not anywhere near the rate they should be at in that situation. I'll need to add an extra modifier to boost them further, that should be simple enough.

We've been working keeping the player positioning closer to the tactics, but it's still not quite where I want it to be. There was a system back in the prototype for the 2D engine that handled set plays, but it looked a little too rigid for hockey so it got replaced by more flexible mechanics. I may need to go back and take a look at re-incorporating some of that, but it'd need a pretty substantial amount of work and testing, so it's likely something for FHM9 and not an update.
