AI Strategy in Free Agency - What is Going Wrong?

Curious if anyone else sees this. I'm playing a historical league but with free agency turned on. Every year when the free agents appear, the AI teams will target a few guys right away and absolutely forget the rest.



The players targeted are not always the best players, either. Each year I see several guys rated 2.5 to 3.5 stars that no one wants. Why does this happen?


It's especially frustrating this year. It's 1882, the American Association just formed, and so there are 6 brand new teams that need guys. I gave each team plenty of budget, and the guys currently on their rosters are mostly trash. But they will not even offer contracts to useful and undervalued 3-star guys even though their team payroll is about 1/3 of their budget.

So, I'm curious if anyone else sees this, or if there is something I don't know I'm doing wrong to cause this behavior. Every team has their full budget available, the owner does not control it.


Any suggestions are welcome. I've put so much time into this league, but having free agency not work properly is ruining it. What am I missing?
