Unable to hire pitching coach

In my league, I am the GM. On the Manager Options page, I am assigned to Sign/Fire Team Personnel and Bench and Base Coaches. In every past season, I've been able to hire for staff vacancies. This next season, the first on the latest patch, when i try to offer a contract to a pitching coach, it says that only the Manager has control over hiring the pitching coach.

This can happen with certain managers who have certain personality traits which will cause them to demand control over specific functions.

It may be that you hired a new manager or your manager's personality changed a bit.
