I have a similar problem. I was attempting to create a 1901 history league with an entry draft. Created the league and the draft consisted of a single player available. Did it twice, same result. the draft completed as soon as I first selected advance to my pick (as there was only one player, it was immediately). When I looked at my roster afterwards, it did have players and I recognized some names as real players. You just can’t do an inaugural draft, which I think is a bug.
