Opposing starters consistently throwing over 120 pitches

I am playing with a fictional franchise which I began with OOTP19, and am in my first season with 2022 (2032 of the franchise).
And I have seen a dramatic uptick of the number of pitches thrown by opposing starters.
I play out all nine innings of every game.
In past additions, the opposing starters in low scoring competitive games, were throwing from 90 to 110 pitches.
Thus making, batter patience a key part of my game plan.
In this edition, they're consistently going over 120 even through we just entered the month of June.
FYI, I don't let my pitchers go over 110 unless they're going for a shutout and never over 120.
I think the fix has something to do with reducing pitcher's stamina.
But, from what I can tell, it is based on percentage and not pitch count.
So I am uncertain how much to bring it down.
Any suggestions.

You might want to change the hook setting for starters in this league and make the AI likely to pull it's starters more quickly.

You can also reduce stamina league-wide as well, but I wouldn't necessarily recommend doing both at the same time. Try small changes in one, then test and see if you like the results. If not, try small changes to the other, rinse and repeat until you get the results you're happy with.
