How do i fill this job?

ive created a new franchise. I am GM for an expansion team in Las Vegas. My job as Scouting Director is open and I cant fill it. No one is interested - . I try to offer it to other people not looking for the job and they say no. I try to promote someone in the organization and they say no.

does anyone know what i can do here? Am i missing something. They wont even let me offer them outrageous sums of money.

Any help will be appreciated.

I haven't come across this before. Seems like it could be a bug.

Do you have a filter on by chance from another role you filled?

the filters are all off. i think it may be a bug nd i will report. i found a work around - or maybe its what they planned. if you go to commissioner more you can offer jobs to people who otherwise wouldnt want them. i was able to get some bum to take the job that way. but that doesnt seem right to me.

I created a second league just to see if it happened again and it did. Although it gave me 1 guy who was interested and i offerd the job. i was told hell get back shortly and he never did. there was no record of the offer in pending actions and after hat no one else wanted the job.
