Position Player Fatigue Seems Slightly Too High

I'm playing a historical sim using, until the 1938 season (when I switched to "Low" in an attempt to alleviate this issue), "Normal" position player fatigue. I noticed that very few players were starting more than 90% of their team's games, and nobody started all of almost all games.
This seems to describe modern baseball fairly accurately, but leads to a noticeable undercounting of games started/at-bats in historical leagues. I have attached screenshots of the 1937 AL in my game compared against the real-life 1937 AL. Is there a way to decrease position player fatigue specifically in historical leagues? Or just very slightly in general?

I tried switching fatigue to "Low", but that led to almost every starter playing almost every game and my bench players playing extremely rarely, which seems to be an overcorrection from what I wanted.
