3 Batter Minimum Rule Not Implemented Correctly

Per MLB: "If a pitcher faces one batter to end an inning, he may be removed, but if he is brought back for a second inning, he must still face two more batters for a total of three."

In OOTP 22, if a pitcher faces one batter to end an inning, he can be brought back for the next inning then replaced after pitching to one more batter or after facing no batters.
