Player Development Report stopped updating after import

I imported a 2021 save into 22, and I was on December 2 of the offseason. After import, I've advanced a couple of months (now in February) and I haven't had any new player development updates, they've just flat-out stopped. I know it's the offseason, but I was still averaging one or two a day through November up to December 2 before importing, both from my head scout and from OSA, as seen here:

Is there some setting I need to adjust?

I'm curious about this too. Seems to have stopped for me as well. As you could in 21, if you go into a player's page and view any player rating change there, then come back to this report, it appears there but you need to drill down into a specific player's page who was affected to have it reflect on the report. But then you have to just either guess about a player possibly being updated and/or drill through every player page on your roster (which admittedly I'd do sometimes if I was bored)

I don't know which version of the OOTP22 releases you guys imported in to but I think the devs need to look at this.
It might be a problem that's cropped up in the latest release 22.1.34.
I started with the beta version and my scout (for KC at that time) was updating a handful of player development reports every day.
Since I include all independent leagues, my first day was March 5th and he continued to report on players in our own system on a consistent basis through late April, which is where I've left the save.
After version 22.1.34 was released, I started a new save with SF.
It is now April 6th and my scout has not filed a single report on a player in our system since the initial reports on March 5th, except when requested to do so.
This is night and day and I don't think that different scouting priorities (KC scout vs. SF scout) should have that kind of an impact.
My SF scout is simply providing.....nothing....unless requested to.

I started a new MLB 2021 save with the 22.1.34 version and the player development report for my organization is completely empty a month in. Scouting accuracy also falling across the board from where it started (even though I bumped up the scouting budget).

By way of update on my end, once I progressed into the regular season I started getting reports again with the same frequency as I was getting them before.

I'm guessing 22 treats imports the same as new games in this department which is why they dried up in the offseason.
