How does RFA work?
I'm new to hockey rules, how do RFA's work? I have a young guy making 1.4M and he's an RFA. If I offer him an extension it's 4.6M for 3 years. How do I extend an RFA offer and am able to match what other people offer him?

If he's declined, before July 1st extended him the qualifying offer. He will deny it, and that's okay. After July 1st, you can still negotiate but so can anyone else. If he signs with someone else, you'll get a chance to match him, or get something in return.
