Development Rate stat - how it works

I saw development rate stat in players edit. What is max min # in this stat? What is fast dev rate and what is slow dev rate?

From the manual

Development Rate determines, very approximately, the rate at which a player's skills improve in the portion of his career before he reaches his peak. A lower rating will mean the player develops faster.
