confused on how to make minors steal

So, I have gone though both the coach and set steeling to max and click the box to lock strategy Didnt see my players getting any steals over 2 weeks. So I went under the player and set stealing to max and went with override team strategy and... still 2 weeks later not one single player has been caught stealing or gained a stolen base.

Is there something I am missing on why my minor league teams are not stealing bases? Anything else I can look into?

What is the track stats setting here? Just a guess but it may not be tracked.

Also please post a screenshot of one of your minor league teams batting stats as seen below.

I never changed the setting in the game setting and it was has has been always set to very high detail. Yes, I built a Major League movie team from all three movies and then a few others from other movies lol.

Yeah in all them games they have little to none. I have seen 1 stolen base in 2 weeks by Jeffries. No new caught stealing, in 1 week by anyone else. I have strategy by the coach locked and set to frequently steal and I have even went and set the player to frequently steal and to override team strategy. So in 18 games I have seen 1 player get 5 stolen bases and 1 in the last week and not one of the other 3 people I have set, Hayes, Anderson, and Lopez, have not changed in 2 weeks and the one guy I didn't set because his stealing is only 77/100 has 5 SB and 1 within the last week, everyone else, zero new SB and zero new CS.
Jefferies had 4 in the first week.... don't know why but he has got 1 new SB in 2 weeks
Hayes had 2 in the first week. He had 100 stealing
Lopez had 1 in week 1 and still has 1! Has a stealing of 91.
Anderson had 1 CS in week 1 and nothing has changed with him and his stealing is an 88.

Why does the one person I dont even have setup to steal lead my team and only have 1 SB attempt in 2 weeks? I hope to hell I am not only trying to steal 1 time a week by players lol!

You are saying you had all of these stolen bases right away and then they stopped after you adjusted the settings?

I think you probably just have a small sample size issue going on. Perhaps you were facing really good catchers and/or pitchers who have good hold ratings (good catchers tend to suppress steal attempts). What were the scores of your games? Perhaps there weren't a lot of moments that make sense for stealing bases. You are 15-3, I'm guessing you were ahead a lot.

13 stolen bases (based on your screenshot) in 18 games are a lot by modern standards.

Also, based on the run totals you are averaging over 7 runs a game...which again leads me to believe you probably had a large lead most of the time which would likely make it less likely your manager is going to call for steals.
