How do I create a separate division (Ie Canadian)?

On July 1st you can change structure as you wish. Be sure to have commish mode activated, then don't forget to create a new schedule

If you set up a standard game or a custom game it starts in August. How do you backdate the start date to July so I can restructure?

When you're setting up the game, there's an option to begin on July 1st, that way you can edit all you like from the beginning.
