Help with league totals and modifiers

hello. im trying to setup fictional amateur league and i expect high batting averages and high ERA all over the league. been messing with league modifiers and i was able to achieve high averages. however, pitchers keep very low era, league average of 3.5

would like to see league era higher. any tips on league totals and modifiers?

Reduce pitcher stamina, you could also increase base on balls, hit by pitch, balk, wild pitchers. I would suggest playing with those to find a nice balance.
