Player Dev/Scouting Budget Question

I am in the preseason in one of my leagues and I am getting a message on player dev and scouting screens that says my budgets will be cut to half the league baseline because I am over budget. I am technically over budget, but I have more than enough cash to cover that deficit. Do I need to trade some of my salaries, or can I use the cash to fund scouting and player dev?

Your owner sets your budget and won't allow you to go over even if you have the spare cash. This cash basically goes into the owner's pockets as profit. To clear up budget space you'd have to cut expenses in some area. Trading salaries would work but can also come from other areas such as your draft budget.
