Hiring Scouts

What's the difference between hiring scouts, either by the Scouting menu or by doing it the "old" way via the Staff > Free Agents page?

Also, why are the two lists filled with different people with different abilities? I filtered out all non-scouts in the Free Agents one but the lists of available scouts are completely different.

No difference, just easier to do it while you're on the scouting screen already. Amd the scouting screen list includes people you can hire from other teams, the other one is only free agents.

In an online league, why can't teams offer contracts to free agent scouts?
