Independent league question

I have a fictional league with a long history. Recently, I added an Independent league and have been playing with its formation for multiple seasons. Right now, it is set up with: 18 teams which have reserve rosters. I also have added the International complex to each independent franchise (to add more ways to gather talent into the leagues).

Here is where my dilemma arrives. As I try to move a prospect out of the international complex, the message comes up which says I can only move the players to a minor league team. Have I created the league in such a fashion to lock these players forever in the international complex?
