Major Junior Teams Draft/Future Needs Bug

So far in all of the saves I've run the WHL, OHL, QMJHL draft logic seems broken. Some teams take 8 goalies, in rows and have 10 or 11 on their protected list. In my most recent save I finished the 2022 WHL draft and the three teams that had the worst draft (according to the review) drafted a total of 28 players all of which were goalies.

They also seemed to pick goalies in both the US draft (if one was still available) and the Import drafts.

Ugh, that's back again. It was fixed at least once, maybe twice, during testing, I'm not sure why it keeps reoccurring. We'll take another look.
