Why does Caleb Joseph have the highest control rating in PT?

Is this an easter egg or something? If you've sorted by control in the auction house you've probably seen this.

The Blue Jays' 51 OVR catcher has 113 control, 6 points higher than the next best, peak Glavine with 107. Obviously his stuff and movement ratings (both 1) will prevent him from pitching, but who came up with that control rating?

It's not intentional.

After some folks had pointed it out a while ago, I was interested enough to look back in the db to see where it came from. It seems to have come from when we imported the ZIPS ratings into the db for 2020.

I'm not really sure if it's some sort of an algorithm related bug from his 1.1 IP in 2019 with no walks or if it's an overflow or something similar. Either way it doesn't actually hurt anything, since as you mention, it's not like his other ratings allow him to pitch.
