Scouting Tasks

So I was curious as to what the relationship was between the scouting task rating and the approximate scouting duration is. From what I can see the task rating is completely irrelevant. In the example I will share task list players #3,4,5,6,7,8 and 10 will get scouted before #1, #2 and #9. I have tested this a couple of times. Also, it seems the term approximate is a misnomer since it seems to be actually very exact. So I guess my question for the community is simply what does the task list preference do? Is it a tiebreaker for players that have the same amount of scouting duration? Furthermore, what determines scouting duration in the first place? I know I should have probably checked the manual first before I posted this but I was already halfway through typing this when I thought of that.
