Force all teams to be represented at All-Star game doesn't seem to work

My fictional league had two new expansion teams this season. When the All-Star rosters neither had representation. I double checked to see if this option was enabled and it was.

Do you have a save from before the rosters were selected? I wonder if you unticked and reticked the box, if that would include the expansion teams then?

This was an issue in OOTP 20 as well.
