Only the US appears under Default Player Origin and Amateur Draft Pool Origin?

I'm trying to change Default Player Origin, International Origin, and Amateur Draft Pool Origin in a custom league. However, I think I messed something up when creating the league.

The US is the only nation that appears under Default Player Origin and Amateur Draft Pool Origin, so I can't select additional nations.

The Reset button doesn't change anything, and none of the functions let me add nations. For example, Reset to Modern Major League Defaults changes the percentage of US players but doesn't add any additional nations.

Is there anything I can do to fix this, or do I need to start a new custom league?

In League Setup, "League & Teams" Tab - Under League Nation do you have a region selected? USA?

I had Western US selected. After unselecting it, I'm able to choose any nation for the player origin options.
