So if I look at my roster it says his OVERALL is 99.

If I open up the card it's 100. With no green or red arrow to indicate there has been any change.

I believe he dropped down to a 99 in the last update. You likely have an old card image - in your manager settings page, there's an option to clear the card cache, which should refresh the card image to the updated version.

Probaly related to this, I packed a 86 Greinke which had a diamond back. Did I get bad luck and was supposed to get a diamond in the pack but did not?

Again, looks like you just have an old card image. Greinke rose to a 93 by the last live update.
