Scouting broken a couple years in.

So I'm playing a dynasty as the Rockies. I've just reached the 2021-2022 off-season and as I'm looking through the free agents I notice the scouting accuracy for everyone ranged from very low to low. I had my scout at the time (Mata his last name was) compile a couple scouting reports on two free agents. His reports came in but the scouting accuracy on their profiles stayed at Very Low. So I took a look at the players already on my team. The scouting accuracy for everyone on my own team ranged from Very Low up to Low.

I had him report on Trevor Story and Nelson Arenado. Once his reports were in I looked at their pages. The scouting accuracy for both was still Very Low. I fired Mata and hired another scout with better ratings overall. Instantly (without sending him to scout anyone) the scouting accuracy for the players on my team went back up to High and Very High. I simulated a couple days and then the scouting accuracy dropped back to Low and Very Low for the players on my team once again. Asking the new scout to scout players changed nothing. Same bug as with the default Rockies scout.

This doesn't seem right. Nothing like this happened the prior off-season. I've never seen scouts become completely worthless like this before. Not sure if I did something to cause it. Haven't modded the game in any fashion.

What I tracked it down to in my case at least, is the owner changed my scouting budget on the last day before the "new" season starts. My mistake was not checking the Scouting page that day, as it reset my scouting budget to 100 percent budget on amateurs leaving zero for majors, minors or international scouting.

So the same result as you - my team and my minors starting off reading low scouting, I'm wondering WTH?? So reading these forums I see where another player counteracted this by sending the scout on weekly scouting trips of 5 players on the Major league team, and 2.5 star and above potential recruits in the minors, its a constant barrage of reports in my inbox, BUT most of my players have average to good scouting now. Please feel free to tinker with what/how you do your scouting - I do it slightly differently than the original poster does it, and will make sure next season to stay on top of the budget in Scouting!!!
