Catcher Arm?

I see a 22 year old catcher in the draft with a decent bat and 70 ability. His arm is a 40 though. Is that a deal breaker?

No

It's very difficult for any single attribute to be a deal breaker.

If the other attributes are good enough you can live with just about any deficiency in any other rating,

That's up to your personal preference. Can you live with a guy behind the plate that won't have a very high CS%?

If it was me I would shy away, unless he has a Piazza-type bat. I tend to go toward a more defensive catcher and sacrifice offense there though.

Personal preference has nothing to do with it

A catcher with a poor arm rating can be better than a catcher with a great arm rating. Period.

Playing a lesser player though is, yes, a personal preference.

20-80 or 1-100 ratings?

Can you post a screen shot?

If his bat is good enough it will far out weigh a weak CS%.

Also consider your league settings for SB's. Rare, normal, often....

If you are playing modern times I am not that worried about the arm rating.

Given that he is young, he can grow into having a better arm. You can cheat of course and use commish mode to peek under the hood, if your scouting is not 100% of course.

What scares me more is your term “decent bat”. What’s a decent bat? If a catcher can’t mash, he damn well better be a good defensive backstop to make up for that, if that matters to you.

His bat is decent for a catcher, bad for a non-catcher.

I went ahead and took him in the 3rd round bc I’m a believer in catcher ability. His bat is fine, defense fine, catcher ability great, was just concerned about the Arm. If he never gets past AAA at least he will help my minor league pitchers develop.
