I have been running some various tests to see how the numbers play out.
So I did one in the 1960's and 70's and upped the penalty values by 1.00 a year, so not much.
And while generally the top penalty player might have 150 or 140...here is Arnie Brown. He was a physical player but not this. his ratings are 14 for fighting, 16 and I think 7 for aggression/temperment. And here is breaking penalty records. Meanwhile there is Dave Schultz with his 25 fighting rating and 1 temperment playing along with 95 penalty minutes per year.

The second graphic is a modern game where imported the 1974 Schutz, upped the penalty rating of the game by 1.50. And here are two defensemen over 300 PIM while Schultz is next with way under 120.
What my test is showing is that defensemen are over compensated to take penalties and fight as opposed to forwards. In the same game Bobby Orr led the league in PIM 3 times. Meanwhile it tends to be forwards, often guys getting 7 or 8 mintues of ice time who tended to lead the league in penalty minutes.
