I bought OOTP on Apple's Ap store. The only problem I have had is that I can't buy Perfect Team in-game currency because of a bug. So I play for Perfect Team for free, only using the in-game currency that I earn, and I am doing OK. The money I would have spent on points can go to other fun things, like Irish Cream!

yes. while the game is the same, the platform (and license) is not.

Yes you have to buy steam licences separately.
