Non-historical evolution in historical leagues

Recently I want to make a alternate history of MLB,but how to make the automatic league evolution not to follow history??

Disable league evolution and expand and/or move teams manually.

If you are using assign rookies to historical teams I think it might work if you use historical team identifiers but non historical teams wouldn't have any rookies.
