setting pitching rotations

When I'm setting my pitching rotation - what happens when I select "always start highest rested"?

I understand what that means but what does the AI consider as "rested"?
100% rested?

Or is there a certain default "percentage rested" that will allow a higher rated pitcher to move up in the rotation?

I know you can adjust the "bench when fatigue %" on the right side of the player strategy screen for each player but would prefer not to do that for every team.

Is it a pitcher is considered rested when he is shown in WHITE letters instead of YELLOW letters?
If so, what % rested does a pitcher change from YELLOW to WHITE letters?
