Rule 5 Draft

Not sure if this is a bug or I'm doing something wrong. I'm in the Rule 5 draft and when I try and select a player (I've tried with multiple players, both foreign player and American), I get an error that says the player can't be drafted as it violates league rules, e.g. foreigner limits or age limits. I've checked my league rules and there are no age limits or limits on the number of foreign nationals.

Any ideas why I'm getting this error?

Is your 40 man roster full?
