Variations in Scouting Accuracy - How To

Hi guys, new to this great game. I have the following situation I think y'all can help me with:

* Game Save 1 - shows a list of players and the scouting accuracy for the players are varied in that some show low accuracy, some average, some high, etc.

* Game Save 2 - all players show the same scouting accuracy (e.g all show Low for my Scouting Director, all show Average for OSA)

How do I get game save 2 to show varied scouting accuracy similar to save 1?

I think I've figured this out. For others that may be wondering the same thing, I simmed a few weeks, maybe a month, after which I noticed variation in the scouting accuracy of both OSA and my scout. Still, if anyone with more experience has more insight I would appreciate your sharing of that insight.
