Why can't I take control of all OHL teams?

Title, why is it so? Trying to do an OHL Sim League.

Start the game in multiplayer mode (select "Online League" on the first setup screen) and you'll be able to add and control as many GM's as you want, one for each team.

It says it's not possible to manage junior teams in an online league. Please remove all GMs from junior league teams and assign them to other teams.
