Player ratings change

I'm not sure what I'm doing wrong, if anything, so I could use some help from you more experienced simmers.

I've set up a historical league set in 2019. Each year players come from throughout history in through an amateur draft. There are often 80 rated (100% accuracy) 20 year olds, which I don't really have a problem with. I have coaching and financials disabled, so there is no player development budget. I have dev speed up to 2.000, and aging speed to .750. I also have Talent change randomness to 75 where 100 is default. There are also no minor leagues at all (mistake setting up and for some reason I just never fixed it..)

What I'm finding is every offseason, players ratings are wildly changing. A pitcher who absolutely dominated and won the triple crown had all his ratings drop to the point where I can't justify him as a 5th starter, between his age 24 and 25 seasons. This happens often, and only about half my players are consistently staying good.

Am I doing something wrong? Does it have to do with no player dev budget or coaches? Do I need minor leagues or spring training? Are ratings being adjusted to match the higher overall talent in the league with new players coming in and not many going out? I'm dumbfounded (or probably just dumb). I'm 4 years in, and it seems like almost all players I get that are studs based on ratings have 1 or two great years and then become unplayable.

Any help would be greatly appreciated..

I may have found the answer but would still like some more insight... Checked 4 SPs that this has happened very similarly to, a dominant year or two and then a sharp drop off, and all 4 are early days (1920s or earlier) submarine pitchers. Are they just losing it? Or getting figured out? Could be.. I'm just sick of having to get new starters every year because Cy Young candidates are suddenly awful

what stats do they put up? i have no idea about your setup since it is far from default. but ratings are based on overall player pool. if you have all 5 star players no one will be a 5 star etc

open up the editor and see if any of their numbers have changed that is the only way to know if they declined or if it has to do with the player base
