Historical sim - Negro League players

I'm trying to create a sim beginning in 1920 with the color barrier OFF. But I can't find any of the players listed, like Oscar Charleston. I know the peak of the NL was a little later on, but Charleston should be available then.
What am I missing?

Do you have use and maintain real minor leagues enabled? If not, only real life MLB players will show up in the game. Need minors turned on to get Negro Leaguers.
