Why is accuracy of scouting always 'low' for me?

I'm doing a fantasy draft with all fictional players. I have scouting accuracy set to 'normal' but on the list of players, for every single one, it says low for the accuracy. I try setting scouting accuracy to very high. It still says low on the list of players. I set accuracy to 100%...and that works, I get 100% accurate reports. But I don't want that, I want decent accuracy, just not low.
There's no variation either, it's just just 'low' for everyone or 100% for everyone (when I set accuracy to 100%).

I believe what you are seeing is your scouts current accuracy for those players. Those will change over time, but initially my guess is for a fantasy draft they all start at low since the scout hasn't actually scouted them yet.
