There is no salary cap, your cap is determined yearly by the budget your owner sets you, determining on how you allocate that budget whether it be in your scouting, player development, international free agent signing money, and your drafted players signing bonus money; with all that allocated with how much you determine will then be the amount leftover for how much you have will have for your players. You can always adjust your owners determined salary in commissioner mode.

in 20 there was an option to turn this option off

It hasn't moved, still in the same place as 20, financials tab in league setup.

It is off by default.
