It is very unlikely to change, I'd wager, based on various developer comments.

I can understand why, but I would like to see an exemption for weekly and longer tournaments. I think a lot of the reason so many don't fill is that 'slots' are being used for quick tourneys which sets up a vicious cycle; as few have signed up when somebody looks, they don't either.

That's a pretty good idea actually. Maybe 3 quick tourneys and 3 (daily/weekly/special).
