Editing world_default.xml question.

I am not sure whether I should post this question in the General Discussions area or not but I suppose someone will tell me if I've posted incorrectly.

Anyway, I'm editing my world_default.xml to make my own world and ran across this coding:

observes_dst="1"

Can anyone tell me what that pertains to?

Daylight Savings Time - I believe 0 = no and 1 = yes.
