Scout Tab

I noticed on Youtube vidoes that there is a scout tab with ratings on the player profile. I don't seem to have this tab; and when I click on personnel I don't have a scout option at all.

Sounds like you have scouting turned off.

Is it possible there are no scouts to hire? I turned on the scout feature, but when I go to the personnel tab, there are no scouts listed to hire. There are managers, trainers, etc.
