For the Dominican Rookie League, the box that says "no foreign players" is checked, I do not believe this is supposed to be the case.

Also, the signing period for baseball is 6 weeks, in the game you are given two months.

1. No foreign players allowed is correct. There is a setting for the league nation to be all nations besides US and Canada

This is done because the alternative is to have another checkbox. It's been two months in most CBAs, and only got changed to six weeks starting in 2013.

It especially helps in online leagues, because mid-season GM takeovers have more time to sign their draftees.
