Is there a quick way to make each country of equal quality?

So basically I like to play a ficitional league where every way that players can join the league, the player generation is 100% random for every nation. In OOTP19 i had to manually check every nation to make sure they were set to 5 star quality so that each nation would have the same chance of being stars and having all nations equal. Is there a quicker way to do this rather than manually editing each nation in-game? Thanks

You can manually edit the World_default.xml file and import it at the time of league creation.

Each nation looks like this:

<NATION id="3" name="Algeria" pop="34895000" etid="17" capid="1581" gender="0" bbqual="0" abbr="ALG" dem="Algerian" time_zone="1">

You want to search and replace all of the bbqual="0-5" and change them to bbqual="5"

Once you've edited the file, you can either overwrite the existing file and start a new game, or you can specify a specific file from the Advanced tab on Create New game
