No draft in historical mode?

Started a mode in 2007 (Habs fan trying to avoid ruining Price's career) and in the events the draft isn't there and picks can't be traded. Is this a bug?

To have the draft you need to enable the "Draft Rookie / Generate Rookies at Age 17" option on game start. Otherwise player enter the game the year they originally started and are put on their first team automatically.
