Are Negro Leagues included somewhere in OOTP19?

yes.
they are under minor leagues. if you have league evolution checked (in an historical set-up) they will appear in 1919 i believe. (or 1920 at the latest. not at my game to check.) for them to populate with only Negro (and Hispanic) players, you also need to enable the color barrier.

So, do you need to check the option of downloading historical minor leagues when you start a historical game?

(I haven't done much in historical leagues)

Negro League enters in 1920. And there is a box to check mark for the Color Barrier, can't recall where

thanks Scott1964 for looking into this. They start their seasons in 1920, appear in the game drop down menu after the 1919 post season. i'd forgotten about that aspect!

The check box for allowing color barrier is under game settings - RULES -
"color Barrier" (a check box to enable it needs to be checked to get segregation and the Negro League players to go into and stay in Negro Leagues.
