Pro International FA's Signed by other teams on same day they enter the league

Not sure if this is a bug or an oversight, but it's happened to me for the last 2 in game years and it's really irritating. Today (in-game) I got the customary email with the list of Pro International Free Agents who were entering my League and are now available on the free agents list. As usual, I checked all their ratings to see if any interest me, and sure enough, one of the pitchers caught my eye. I went to try and offer him a contract only to find he had already been signed, even though he JUST entered the league on this exact same day. Basically as soon as I become aware of this Free Agent's existence he has already been signed by another team.

Since the AI's contract offers are clearly processed BEFORE I get to start my day, I feel like these FA's shouldn't be able to commit to any contracts until the second day so that I at least have a chance to compete with the AI. It's realistic too, I mean would these FA's really just sign the first offer the very DAY they express interest in joining the league? There's no reason they wouldnt wait even ONE DAY to see if other teams are interested.

I've attached a screenshot of the history screen for the player I'm referring to.

"11/27/2020: Entered the North American Junior League as a free agent from Puerto Rico... Signed a 1-year minor league contract with the Quebec City Elders organization."

Note that todays date in-game is also still 11/27/2020 the same day this player entered the league and immediately signed with Quebec City, before I even had a chance to offer him a contract.
