Leaderboard enhancements

The career/season leaderboards are one of the things OOTP has done better than anyone for years, but a couple of suggestions for future versions:

- Allow user to filter the stats to timeframes. Like at the moment you can look at the all-time leaderboards I'd like to be able to look at the leaders between certain dates (mainly decades, but possibly also eras)
- Once we calculate the leaders between certain dates, start randomly inserting them them as news stories. Instead of all-time leaders or active leaders, show who the best in a category is over the current decade or a historical decade. This would help historical players who are locked into the same all time win leaders list forever after the deadball era.
- Use the leaderboard format for team leaders as well. This would give us up to 100 in the list and make it easier to see. I'm tired of scrolling all the way down the list past a lot of top 10s to find a particular pitching stat. I'd also think it would be easier on the devs to retire the current team leaders system and reuse another component of the game.
