One Perfect league with 30 teams?

It was my understanding the tier levels will be set up in a pyramid structure with only one perfect league at the the top.
Perhaps I've missed a post from the devs but it seems like there's going to to be multiple perfect leagues when 16 teams are advancing each week.

There was never a plan for a single league on top, I think

Yes, there were always going to be multiple Perfect Leagues. The number would depend upon how many teams are in the universe.
