Perfect Team Starter packs

With the beta ending soon, I was wondering if the six starter packs we get have the possibility of Gold+ players or are the power levels capped in those particular packs?

You will get 1 gold, 3 silver, 12 bronze, and 20 commons.

Oh, those cards are locked into those levels for starter packs?

That makes a lot of sense, but I must have missed that memo stating the packs weren't normal. Good stuff!
