issue with overagers in CHL

I have passed the June 30th free agency date for my CHL team and have noticed a bunch of players that should be eligible to play in the next season as 20 year old are deemed "too old" when I attempt to sign them as free agents.

Some of these players have birthdays after the start of the season and are currently 19, while others are born in the first part of the year and are already 20.

Is anyone else getting the same issue? When do overagers typically sign?

Do you already have 3 overagers on the roster for the upcoming season? You'll get that message when trying to sign more if that's the case.
